Progress Learning is Now Available on the Texas EMAT Portal
Big news for Texas educators: Progress Learning is officially listed on the Texas Education Agency’s EMAT portal!
Through EMAT, districts can now purchase Progress Learning subscriptions directly using state instructional materials funding, making it easier to support STAAR® preparation, targeted intervention, progress monitoring, and standards mastery across campuses.
What Is EMAT?
EMAT, short for the Electronic Ordering and Management System for Instructional Materials, is the Texas Education Agency’s official online platform for purchasing instructional materials and approved educational resources.
Through EMAT, local educational agencies (LEAs), including school districts and open-enrollment charter schools, can access and manage their state-allocated Instructional Materials and Technology Allotment (IMTA) funds.
Districts use EMAT to:
- Requisition state-adopted and SBOE-approved instructional materials directly from publishers
- Submit disbursement requests for approved educational products and services
- Track IMTA balances and spending across school years
- Manage instructional material purchases through a centralized state system
In short, EMAT serves as the primary pathway Texas schools use to purchase approved instructional resources with state funding, and Progress Learning is now available within that system.
What This Means for Texas Districts
With Progress Learning now available through EMAT, districts can use existing IMTA funds to support assessment, intervention, remediation, progress monitoring, and STAAR® preparation across campuses. This approval also comes with strong third-party validation through the state’s HB 1605 review process.
When the Texas State Board of Education evaluated supplemental mathematics programs through the HB 1605 Instructional Materials Review and Approval (IMRA) process, Progress Learning ranked #2 among supplemental mathematics programs reviewed in Texas. The platform earned a cumulative quality rubric score of 95% across Elementary (96.23%), Middle School (95.65%), and High School (92.96%) levels.
Progress Learning is currently approved under HB 1605 for:
- Grades 3-8 Mathematics
- Algebra I
- Geometry
- Algebra II
All content is fully aligned to the Texas Essential Knowledge and Skills (TEKS) and designed to reflect the rigor and question types students encounter on STAAR® assessments. How Districts Can Purchase Progress Learning Through EMAT
Once your district has EMAT access, locating Progress Learning and initiating a disbursement request is straightforward.
Step 1: Access EMAT Through TEAL
- Navigate to the TEA Login (TEAL) portal and sign in using your district credentials.
- From the application menu, select the EMAT application.
- Once inside EMAT, you will land on your district start page, where you can access allotment information, requisitions, disbursement tools, and reporting options.
Step 2: Create a Disbursement Request
- Select “Allotment Disbursement” to begin creating a new request using IMTA funds.
- In the Vendor field, enter “Progress Learning” using the exact vendor name. From there, complete the request using:
- Product details
- Quantities
- Pricing information
- Supporting documentation, if needed
Step 3: Submit for TEA Approval
- Once submitted, the requested amount is reserved from the district’s available IMTA balance while TEA reviews the request.
- If additional information is needed, TEA may contact the district directly. Product descriptions should be specific and detailed, since vague descriptions or abbreviations are among the most common causes of processing delays.
Step 4: Funds Are Released
- Once approved, TEA releases the funds directly to the vendor to complete the disbursement process.
Need EMAT Access?
Before districts can place orders or submit disbursement requests, several prerequisites must be completed. Districts must:
- Complete the Certification of Provision of Instructional Materials (formerly the TEKS Certification Process)
- Complete EMAT training requirements
- Request EMAT Ordering Access through the TEAL system
- Maintain required district documentation internally
Access requests are routed to the superintendent or designated approver before final TEA approval. Districts should also note that EMAT access requests expire after five days if no action is taken. For additional support, districts can submit a Help Desk ticket through helpdesk.tea.texas.gov.
